Cross-border homogenisation of spatial base data between the Free State of Saxony and the Czech Republic

Cross-border planning and information needs homogeneous cross-border data bases. Spatial base data as collected and provided by the respective surveying agencies offer a good basis but refer only to the related national territory. Furthermore, they feature different geographic projections, data formats and models, geometry (e.g. of the national boundary), languages, and semantic meanings of the content. Thus, the objective of this project is to develop methods which allow the surveying agencies to adapt their data to be compatible seamlessly along the national boundary (geometric homogenisation) and comparable regarding the content (semantic harmonisation).

As a result tools shall be developed which allow the cross-border harmonisation of spatial base data within a Geographical Information System (GIS). The implementation will be realised exemplary using vector data of the German ATKIS Basis DLM (Authoritative Topographic Cartographic Information System, Digital Basis Landscape Model) and the Czech ZABAGED data (Fundamental Base of Geographic Data/Základní báze geografických dat).

The aims of the project mentioned above are at the same time of interest for the gdi.initiative.sachsen – an initiative for the joint setup of a Spatial Data Infrastructure (SDI) within the Free State of Saxony by public administration, economy, and science. Furthermore, the project serves to implement national (GDI-DE) as well as European SDI aims (INSPIRE) especially regarding the generation of cross-border compatible and interoperable useable geodata.

The project is jointly realised in close cooperation with the surveying agencies of Saxony (Staatsbetrieb Geobasisinformation und Vermessung Sachsen, GeoSN) and the Czech Republic (Land Survey Office/Zeměměřický úřad, ZÚ). It is founded by the European Union (Ziel 3/Cil 3 programme to support the cross-border co-operation between the Free State of Saxony and the Czech Republic 2007-2013) and the Free State of Saxony.
